As of 1:30AM UTC, We are have resolved the AWS issue causing degraded performance or slowdown of a small percentage of requests (circa 5%) in our APIs in Virginia region.
As of around 1:00AM UTC, AWS have experienced network connectivity issues in the Virginia region affecting our APIs. Root cause was a power issue on AWS side.

This incident affected: USA || Analytics (Loading and rendering of reports, Availability of session information), USA || Authoring (Loading and rendering of Item/Activity List view), USA || Data Centric (Creation of sessions, Updating session response scores, Scoring endpoint), and USA || Assessment (Loading and rendering of Items/Questions/Features, Saving of student responses).
